T. Andrew Fujimoto

Chief Executive Office

Andy has been instrumental in forging AmeriBen Human Resource Consulting into one of the most widely respected management consulting and group insurance third party administration firms in the nation.

As a principal of the AmeriBen Human Resource Consulting, Andy has tremendous experience as a business executive and consultant. He joined the organization in May of 1986 as a Human Resource Consultant. He possesses a clear understanding of the implications of effective human resources management and its impact on an organization's bottom line.

Andy received his Bachelor's degree, Magna Cum Laude, in Business Administration from Linfield College in McMinnville, Oregon. He is the Tablerock District Chair in the OreIdaho Council of Boy Scouts of America, the past Chair of the Board of Trustees for the Idaho Quality Award, Chair of the Board for Big Brothers Big Sisters and serves on the Board and the Com-pensation Committee Chair for Mutual of Enumclaw.


Brian Marshall, JD, PHR, SHRM-CP

Director of Human Resources Consulting

Brian K. Marshall is a Human Resource Consultant and a Professional Member of the Treasure Valley Human Resources Association (HRATV), where he serves as on the Board of Directors and as co-chair of the Professional Certification Committee. He holds certifications as a Professional in Human Resources (PHR®) from the national Human Resources Certification Institute, and as a Certified Professional (SHRM-CP®) from the national Society for Human Resource Management.

Brian graduated from the University of Idaho, College of Law and is a member of the Idaho State Bar's Employment Law Section. He has also completed Mediation Training through the Northwest Institute for Dispute Resolution's and has been a featured speaker in several educational courses for HR professionals, attorneys, accountants, business owners, and ethics groups.

He is an Eagle Scout and currently volunteers as a leader in Boise's Troop 11 in Boise, Idaho.


Brenda Blitman, SHRM-SCP, CPA

Human Resources Consultant

Brenda Blitman is a Human Resource Consultant with a deep background as a leader in a high-growth small business, as a small business owner and consultant, and as a Business Educator. A career Certified Public Accountant with Big 8 accounting firm experience, Brenda's strong financial and analytical skills help clients build, update, and implement changes in their Affirmative Action Plans. As a human resource generalist with a focus on cost-effective strategic improvements, Brenda consults with our members on organizational and leadership development, recruitment and placement, staff relations, compensation benefits, and compliance issues. As an educator, Brenda has experience training the millennial workforce.

Brenda recently completed her Masters Degree in Adult/Organizational Leadership & Learning and the SHRM-Senior Certified Professional (SHRM-SCP) credential. Professionally, she is a member of the American Association for Access, Equity and Diversity, Society for Human Re-source Professionals, Human Resources Association of Treasure Valley, Idaho Society of CPAs, Association for Career and Technical Education and Idaho Business Educators.

In her community, Brenda is a member of the Future Kuna Boys & Girls Club Steering Commit-tee and the Kuna Youth Recreation Association.


Bryan Hall

Corporate Counsel

Bryan began his AmeriBen career in September 2015. As AmeriBen Human Resource Consulting's corporate counsel, Bryan oversees legal compliance with applicable state and federal law and serves as the organization's HIPAA Privacy Officer.

Bryan graduated from BYU's J. Reuben Clark Law School and served in the Air Force as a judge advocate for ten years before leaving active duty to join AmeriBen. Bryan is a member of the Idaho State Bar's Health Law Section.


Jon Shipley

Project Consultant

Jonathan Shipley started his career with AmeriBen Human Resource Consulting in February of 2016. He has enjoyed a variety of experiences in business, from sales and account management to customer service and branch management, and is currently completing his Ph.D. in Organizational Communication at Texas A&M University, specializing in culture, leadership, and internal messag-ing. There he teaches classes in public speaking, interviewing, and negotiation, both within the Communication Department and Mays Business School.

His varied background in business gives him a unique perspective within the classroom, and he bring his teaching experience back into leadership training opportunities. An Idaho native, Jona-than received his Bachelor’s Degree from Utah State University in 2012 and is an Eagle Scout.


Sharon Jutila, JD

Human Resources Consultant

Sharon Jutila is an attorney and human resources expert with over fifteen years' experience providing advice and recommendations to a wide range of businesses. During her career, Sharon has handled all matters related to labor and employment including hiring, discipline, termination, discrimination and harassment prevention, wage and hour, employee leaves, return to work and union issues. She is knowledgeable on ADA, ADEA, Title VII, FLSA, FMLA, IRCA, NLRA, OSHA and state laws. She is a well-respected trainer and has presented trainings on human resource and employment compliance issues at over a hundred conferences. In addition, she is a trained mediator who has experience resolving disputes between parties.

Over the span of her career, Sharon has assisted dozens of clients, spanning the range from high-tech semiconductor companies to roofing and stucco companies. Sharon has continued to work in the human resources industry both as an employee and consultant role. She also worked as an Attorney for several national law firms. Sharon currently resides in Vancouver, WA and is licensed in Oregon, Alaska, and Arizona. Sharon's approach to human resources issues and matters focuses on preventing problems before they arise for clients and responding proactively to client's issues and concerns to minimize the needs for extensive legal interven-tion and their resulting costs.


Sheena Boyd, SPHR

SPHR, Human Resources Consultant

Sheena Boyd brings rich human resource experience from a variety of organizations, including a Fortune 500 multinational retailer, a national industrial supplier, small business, and state government. This gives her the unique ability to provide priceless consulting advice regarding individual employees, compliance, compensation, organizational development, staff relations, recruiting and placement, and training to all levels of an organization. Sheena holds an undergraduate degree from San Diego State University and a master's degree in Human Resources and Employment Relations from Pennsylvania State University. She also holds a Senior Human Resource Professional (SPHR) certification from the national Human Resources Certification Institute. She has a background in theatre arts, which is evidenced in her creative, results-oriented thought process, and strong communication skills. Sheena applies these skills to develop unique and dynamic solutions in her consulting work.

Sheena was born and raised in the San Diego, CA area, but loves living in Boise, ID. She holds a USAA Level 2 Archery Instructor certification, which she uses to support archery merit badge programs through the Boy Scouts of America. She looks forward to partnering with other local organizations, such as Big Brothers, Big Sisters, to share her knowledge and leadership skills.

Our resource center has sample policies and procedures on a majority of topics. As new policies are identified such as blogging, iPods in the workplace, employee use of cell phones and others, we provide our members with current and accurate information and a process to help keep employees informed.

There is a difference between a PEO and an HR service. IEC Group provides services to assist in the HR function. We make our services affordable and customize our services to fit within any budget. We also have designed our services to complement business owners and HR professionals to make them thrive.

A PEO acquires responsibility for an entire HR function including payroll services, timekeeping, benefits administration, and compensation administration, while charging excessive fees. IEC Group is not a PEO, we are an HR service.

IEC Group does not provide payroll services.

IEC Group was formally known as Idaho Employers Council formed in 1958 as a consortium for employers to meet to discuss Organized Labor Unions that were entering Idaho. Over the years, Idaho Employers Council went through a metamorphosis and started focusing on a wide variety of Employment Law issues as a non-profit organization.

These issues included Employment Laws that were passing, such as the Fair Labor Standards Act, American's with Disabilities Act, and Family Medical Leave Act. They also expanded their membership to several states. In the late 1990's Idaho Employers Council shifted to a for-profit organization, now called IEC Group.
